In the United States today, there is no function more central to public safety and, at the same time, subject to more scrutiny than law enforcement. Many of the issues facing law enforcement are global in scope and, in concert with regional and local issues, form a multitude of challenges for our law enforcement professionals. The people of the United States expect the government to ensure domestic security, and preserve law and order; and to do so lawfully, professionally, and with full respect for individual rights. To meet these expectations, we must ensure that the people we empower as law enforcement officers have been fully trained in the skills and knowledge necessary for effective and safe enforcement of the law and are prepared to do so in a just and ethical manner.
